Mid-trial, Meta settled. The federal trial had just opened in Oakland, with Mark Zuckerberg expected to testify, when the case ended in a settlement requiring Meta to pay over $17 billion and adopt sweeping child-safety reforms on Instagram and Facebook, one of the largest state consumer protection settlements in history. Some observers are calling it social media’s version of the 1990s tobacco settlement, one that could reshape the industry and how young people experience these platforms.

Colorado was at the center of the case. Colorado was one of the four states whose case went to trial before the settlement cut it short, and the state will receive close to $615 million over nine years, dedicated to protecting and restoring the mental health and safety of Colorado children. The terms go well beyond money. They cover limiting notifications at night and during school, encouraging breaks, restricting harmful features, and requiring age assurance technology.
